Battery Testing Standards IS 1651 : 2013

This standard applies to high-performance stationary cells including:

• Tubular Lead-Acid batteries for Solar Photovoltaic (SPV) systems.
• Industrial UPS and Inverter backup batteries.
• Telecommunication exchange power banks.
• Substation and Power Plant control room batteries.

To achieve certification, the product undergoes rigorous laboratory evaluation:

• Verification of Constructional Requirements: Checking dimensions, weight, and material quality.
• C10 Capacity Test: Verification of the 10-hour discharge rate.
• Efficiency Metrics: Ampere-hour (Ah) efficiency (min 90%) and Watt-hour (Wh) efficiency (min 75-80%).
• Retention of Charge: Assessing self-discharge rates over a 28-day period.
• Endurance/Cycle Life: Testing the battery's ability to withstand repeated charge-discharge cycles.

Certification is not instantaneous due to the chemical stabilization required:

• Standard Testing: 15 to 25 days.
• Endurance Testing: Can extend to 3–4 months depending on the specific cycle requirements.
• BIS Processing: Usually takes 30 to 60 days post-testing.

The quantity varies by battery capacity, but typically:

• Small/Medium Capacity: 2 to 3 units.
• Large Capacity Cells: 1 to 2 cells (often tested as a representative of the series).

• Testing Fees: Approximately ₹25,000 to ₹60,000 depending on the Ah rating.
• Audit/Licensing Fees: Standard BIS application and marking fees apply.
• Total Project Estimate: Often ranges between ₹75,000 and ₹1,50,000 (excluding sample costs).

A comprehensive submission includes:

• Detailed technical specifications and data sheets.
• Raw material test certificates (Lead, Acid, Micro-porous separators).
• Factory layout and list of manufacturing machinery.
• In-house testing facility details (Hydrometers, Discharge testers, etc.).
• Proof of business registration and Trademark (if applicable).
