4. Legal Identity of the Importer: As a foreign entity, you need a Mexican distributor or a "Taxpayer ID" (RFC) holder to act as the certificate owner.
5. Commercial Invoice & HS Code: To correctly identify the applicable standard.

The process is methodical and requires local coordination:

• Logistics & Customs: The cost of shipping and importing "samples for testing."
• Professional Consulting: Fees for experts who manage the local representative requirements and paperwork.

A NOM certificate is typically valid for one year. To maintain your market presence, you must engage in:

• Annual Surveillance: Also known as "Follow-up," this involves periodic testing of samples taken from the market or warehouse to ensure production quality hasn't dipped.
• Renewal: If the product remains unchanged and passes surveillance, the certificate can be renewed.
• Ownership Note: Since the certificate is tied to the Mexican importer, if you change distributors, you may need to go through an "Extension of Ownership" process or re-certify.
