IMEI ICDR Registration

The ICDR mandate was introduced to address critical security and economic concerns. Registration is legally required to:

• Combat Counterfeiting: Blocks cloned and black-market devices
• National Security: Enables tracking via CEIR database
• Regulatory Compliance: Meets DoT IMEI rules (2023 onward)
• Operational Continuity: Avoids port delays and seizures

Any device equipped with an International Mobile Equipment Identity (IMEI) number must be registered. This includes:

• Mobile Handsets: Feature phones, smartphones, and 5G-enabled devices.
• Tablets & Laptops: Any portable computer with a SIM slot or integrated cellular connectivity.
• Dongles & Routers: 4G/5G data cards and cellular-based Wi-Fi routers.
• Smart Wearables: Smartwatches with independent cellular calling/data features.
• IoT & M2M Modules: Industrial tracking devices and connected machinery using IMEI.

• Manufacturer’s Certificate: A certificate proving that the applicant is the authorised manufacturer of the devices.
• Company Registration Documents: Legal documents such as Certificate of Incorporation, GST Registration Certificate, Import/Export Code (IEC) Certificate (if applicable) and PAN Card of the company.
• IMEI Data File: A file (in CSV or XML format) that lists all the unique IMEI numbers for the devices being registered.
• Device Specifications: Technical details of the devices, including hardware and software configurations, with IMEI registration details
• Authorisation Letter: A letter authorising a third party to act on behalf of the manufacturer or importer for applying.
• Importer/Distributor Agreement: A formal agreement between the manufacturer and the importer or distributor (if applicable).
• Declaration of Conformity: A signed document declaring that the devices being registered comply with Indian technical and safety standards.
• Device Photos: High-quality images of the devices, including the Exterior of the device and the IMEI label on the device.

Step 1 : Compliance Assessment & Information Mapping
Evaluate device type, IMEI applicability, GSMA TAC linkage, brand ownership, and purpose (sale, import, testing, or R&D).

Step 2 : Company & Brand Registration on ICDR Portal
Prepare, verify, and submit company, brand, and authorization documents on the ICDR Portal.

Step 3 : Authority Review & User ID Approval
Coordinate with ICDR authorities during scrutiny and respond to queries until official user ID approval is granted.

Step 4 : Device Model & IMEI Registration
Register device models strictly as per GSMA TAC and upload validated, unused IMEIs to ensure compliance.

Step 5 : IMEI ICDR Certificate Generation & Delivery
Generate, verify, and deliver the IMEI ICDR certificate required for customs clearance and legal market entry, with post-approval support.

Standard Timeline:

• Step 1- 3:  (Company & Brand Registration + User ID Approval): up to 7 working days
• Step 3-5:  (Device Model, IMEI Registration & Certificate Generation): same day

Total Time Required: up to 7 working days

Delays usually occur only if documents need correction or authority clarifications. A consultant-led submission helps ensure faster approval and smooth certificate issuance.

• Government Fee: No government fee is charged for IMEI ICDR registration or certificate generation on the Device Setu (ICDR) portal.
• Documentation & Consultation Cost: A fixed cost may apply towards documentation preparation, declarations, coordination with authorities, and end-to-end consultancy support, depending on the scope of services and number of devices/models.
