In a significant move to support the telecommunications industry, the Telecommunication Engineering Centre (TEC) has announced an extension of the relaxation for Essential Requirements (ER) compliance. This update specifically applies to the PON (Passive Optical Network) Family of Broadband Equipment regulated under the Mandatory Testing and Certification of Telecommunication Equipment (MTCTE) framework.

According to the official notification (TEC letter No. 5-5/2024-TC/TEC dated December 29, 2025), these relaxations—which were previously scheduled to expire—have now been extended to ensure smoother market access and business continuity for manufacturers and importers.

Key Highlights of the Extension

The latest clarification provides relief in two critical technical areas:

  1. Protocol Testing for PON Interfaces:

    • Status: Manufacturers are currently exempted from submitting full protocol test reports for any PON interface as specified in the ERs.

    • New Deadline: This exemption is now valid until June 30, 2026.

  2. Laser Safety Parameters (ALS/APSD):

    • Requirement: Covers Automatic Laser Shut-Down (ALS) and Automatic Power Shut-Down (APSD) as per standards ITU-T G.664 and IEC 60825.

    • Status: Instead of formal lab test reports, the TEC continues to accept a Self-Declaration of Conformity (SDoC) from the Applicant or original equipment manufacturer (OEM).

    • New Deadline: This provision is also extended until June 30, 2026.

It provides additional time for companies to align their testing documentation with Indian standards without halting imports or sales.
